Tall, athletic, bored out of his mind. Always well dressed for any occasion, and always prepared for occasions to arise, he wears everything casually as if born in that particular outfit no matter which he chooses.
Background
Young Joe, as he was referred to by his parents whenever they spoke to the staff, was born to a life of landed gentry and never knew what 'plenty' meant in the same way that a fish does not know of water. As such he was instructed by the best tutors until it was time to ship him off to boarding school. First in England, then in New England, then to California, and that delightful session at an outdoor survival academy in Utah until he was kicked out of there too, but not before picking up the nickname of 'Dustbin' in an unfortunate incident around Grade 8, which he parlayed into 'Dusty' and decided to keep. Certainly a few more not worth remembering right now, but finally it was back to tutors who didn't care what he got up to on his off time and Dusty started looking for something new to end the boredom.
Taking his tutors with him, or more usually leaving them in a posh hotel while he would vanish for weeks or sometimes months on end, Dusty started to travel all the continents of the globe. And get in trouble there. Finally it was time for University and while everyone always said they would write recommendations to their alma maters, they were to a man relieved when he instead picked Miskatonic University. Honestly though, he was half asleep when someone said the name and he thought they said the school was known for it's gin and tonics. To be fair the G&Ts were pretty good there, so win-win all around.
Personality
So bored with himself that just about anything sounds like fun.
Tactics
Dusty is used to buying his way into and out of trouble. And trouble is ever so much more fun than behaving yourself. As a result though, he has managed to land himself in some unique situations when his money didn't help and he was forced to do things the hard way.
